In 1974 when Mr. Keller founded Legislative Intent Service (LIS), there were 8,064 California appellate court decisions
discussing legislative intent. By the year 2000, this figure had more than doubled, and is growing steadily. Mr. Keller and
LIS have been a part of many of these recent cases and have reviewed and studied the rest. Out of this experience Mr. Keller
has derived an analytical methodology which patterns and reflects judicial practice in regards to statutory construction.
